Independent Journalists to be Treated as "Registered Publishers" Under New IT Draft

The Ministry of Electronics and Information Technology (MeitY) has released the Draft IT (Digital Media Ethics  Code) Second Amendment Rules, 2026.

For the first time, ordinary social media users and independent digital journalists who comment on "news and current affairs" may be treated on par with large news corporations.

  • The Impact: This means individual YouTubers, X (Twitter) influencers, and bloggers will have to comply with a strict "Code of Ethics" and a multi-tier grievance system.

  • BMA Perspective: This move is being criticized by rights groups as a way to "chill" independent voices. BMA members are encouraged to submit their feedback.
